New Savannah which borders Carr District, is part of the vast white plantocracy and slave estate spanning from Paynes Town to Kepp. In the absence of the Bye Pass Road from the Public Works Department (PWD) now National Works Agency (NWA) main road at Paynes Town through Cottage District to the intersection of the main road at four roads – near Sefton Hamilton’s (deceased) shop that was constructed and meandered through lands owned by Ernest Wakeland, J.P., former Federal Member of Parliament and a member of the elite white plantocracy and oligarchy, as an alternative route to get Carr and adjoining district when New Market and New Savannah was inundated by flood waters, Carr District had neither ingress or egress to the community.

Although the name of the elite white plantocracy and oligarchy is unknown, the people at Carr District – birthplace of James “Dick” Richards (1872-1965), Beersheba Primary School Alumnus, Soldier, Self-made Businessman, Philanthropist, Icon, and Legend – is indeed grateful for the gate that was installed by the white plantocracy on grazing pastureland near the main road at New Savannah, New Market, Saint Elizabeth to provide ingress and egress to Carr District.

Although the gate has long been replaced by Beersheba Flint Valley Parochial Road No. 47 that intersect with the main road at New Savannah, the name Carr Gate has been retained and used by the residents of Carr District, New Market, Saint Elizabeth throughout the years and up to the present time and has become an integral component of Heritage Tourism in New Market which is recognized by Tourism Product Development Company (TPDCO) as a part of the geographical  area of South Coast Tourist Development.
