Management Committee Defies Directive From Permanent Secretary Ministry oF Education To Make Disbursement to Shanisa Jones, Qualified Beneficiary of James Richards Educational Trust Fund

Although the Permanent Secretary has sent a written directive to the School Board at Beersheba Primary School (Government Leased) to disburse funds to Kareen Jones from James Richards Educational Trust Fund to defray the cost of school expenses for her daughter Shanisa Jones, grade 10 C student at Saint Elizabeth Technical High School as a qualified beneficiary of the Fund, the Managing Committee appointed by the School Board on the advice of Mrs. Nadine Leachman, Regional Director, Region 5, Ministry of Education, to manage and make disbursements  from James Richards Educational Trust Fund, has defied the Permanent Secretary’s directive and has refused  to make disbursement to defray the cost of Shanisa’s auxiliary fees, books, transportation, lunch and other inescapable miscellaneous expenses that she is entitled to receive as a non-boarding student.

In view of verbal and written instruction that Beersheba Old Students Association (BOSA) received from the Permanent Secretary, Ministry of Education to desist from using  its funds to defray the cost of Shanisa’s school expenses effective March 13, 2013, refusal by the Managing Committee to make periodic disbursement to defray Shanisa’s inescapable school expenses, means that with the removal of BOSA safety net,  Shanisa  who continues to be victimized and denied benefit although she is a qualified beneficiary, is left by the unconscionable School Board and Management Committee for James Richards Educational Trust Fund to fend for herself although she currently maintains an academic average of 83.5.
