As a result of pussy-footing by Business Network Managers = past and present – at Grace Kennedy Remittances Services assigned to Saint Elizabeth to follow through with a definitive action plan to establish Bill Express/Western Union Money Transfer Service at Lewisville, New Market, Saint Elizabeth to service people who reside in the impoverished, poverty stricken, peasant farming community, Beersheba Old Students Association (BOSA) has petitioned Mr. Michael Gentles, Postmaster General, Post Office Department and Services, Central Sorting Office, 6-10 South Camp Road, Kingston, Jamaica West Indies asking him to liaise with the conglomerate with a view to having the company establish Bill Express/Western Union Money Transfer Services at New Market Post Office, Lewisville, Saint Elizabeth.

Citing in its letter dated March 17, 2014 that is addressed to the Postmaster General the Bill Express Service that was recently established at Black River Post Office, Black River, Saint Elizabeth, Beersheba Old Students Association (BOSA) listed the following that would make Bill Express/Western Union Money Transfer Service a viable entity at New Market Post Office, Lewisville, Saint Elizabeth:

1.  Close proximity of New Market Post Office to New Market Police Station     would add to the security of operating the service.
2.  As the sole player in the Lewisville Market Place which is located 14 miles away from the  town of Black River, the establishment of the service will give the Post Office Department and Services a competitive advantage that will in addition lead to increase market share that will make Jamaica Post Office an essential economic business entity in the market place.

Beersheba Old Students Association (BOSA) maintains its position that the establishment of Bill Express/Western Union Money Transfer Service at Lewisville, will significantly reduce the hardship and inconvenience of the poor and elderly and other individuals who have to commute from areas in New Market Community to the town of Black River to pay Jamaica Public Service Company Limited bills and to receive money that their family members and love ones living overseas in the Diaspora send to them from time to time.

With Broad Band Internet Service that Jamaica Library Service will provide to Lewisville Branch Library that is located nearby, Beersheba Old Students Association (BOSA) does not foresee Post Office Department and Services having any difficulty in obtaining Broad Band Internet connection from the same provider that is making fibre optic cable connection available to Lewisville Branch Library, New Market, Saint Elizabeth.
